The topic of Panattoni Development Co.’s construction plans for a new large building was the subject of heavy discussion during the Village of Woodridge Board meeting on Oct. 16. The project, located at 17025 Davey Road, was the focus of multiple points in the administrator’s reports section during the meeting. Topics include the annexation agreements of the lot entering the Village of Woodridge and the changes in traffic laws on Davey Road.
The in-development building is planned to connect to outside parkways and roads, as well as feature a bike path. Parking for both employees and guests will also be planned for construction.
Under public testimony, Laura Reegel provided questions and concerns relating to the removal of an intersection and concerns with the construction itself not following health and safety regulations, environmental regulations and whether the building is presumed to adhere to regulations set in stone by the Village of Woodridge.
Reegel received responses from community economic development director of the Davey Road project Kimberly Clark. Clark commented that Panattoni completed the needed traffic reports. The developer also provided necessary environmental documentation and complied with both the U.S. Army Corps of Engineers and storm water ordinance, with which they are working with for the project.
Woodridge Police Chief Tom Stefanson provided further comment on traffic laws on Davey Road following the village meeting. Saying that while traffic on private property cannot be enforced without a traffic enforcement agreement, violations, including operating without insurance, for example, can still be regulated. The village itself maintains these agreements with owners of private property and maintains traffic enforcement agreements with most private areas in the village.
“Without a traffic enforcement agreement in place, the village does not have the authority to enforce most traffic laws on private property. However, certain violations, such as operating without insurance and handicapped parking, can still be enforced. The village currently maintains traffic enforcement agreements with most private areas within Woodridge, which authorize our officers to enforce applicable traffic laws in those locations; these agreements are reviewed and approved by the village board,” Chief Stefanson said.
Panattoni received initial confirmation with construction this July, and received notice and confirmation of the annexation of 10705 Davey Road this September. Other topics discussed in the village meeting included the newly introduced role of a police social worker implemented into the Woodridge Police Department, and the proclamation of Diwali, the festival of lights, one of the most anticipated holidays in Indian tradition.
